Eligibility Criteria

Applicant must:

  • Be male.
  • Identify as a member of a historically underrepresented community.
  • Currently reside in Winnebago County.

Scholarship Background and Intent

Ricardo Barracks immigrated from Jamaica with his family at the age of 8. Known for his infectious laughter and generous heart, Ricardo had a special gift for making people smile—he would give you the shirt off his back without hesitation. Though his life was tragically cut short at the age of 33 due to gun violence, Ricardo lived each day with joy, love, and purpose. His vibrant spirit and the impact he made on those around him will never be forgotten. He was deeply loved by many, and his legacy continues to live on in the hearts of all who knew him.
